Prior to forming Heartland Contracting with her husband, Don, Judy was employed for years in Charlotte, NC in an administrative capacity in the federal law enforcement community: FBI, U.S. Attorney’s Office and U.S. Magistrate Judge. Among her duties was preparing and editing legal documents, training new employees, scheduling cases for trial and subpoenaing necessary witnesses; collecting money owed the United States; communicating as necessary with agents of the various federal and state agencies and with lawyers in federal, state and private sector; scheduling grand jury reporter and witnesses to appear before federal grand jury; managing files and insuring that deadlines were met; scheduling pretrial conferences; and providing a variety of other legal-related services. After retiring in 2001 from federal employment, Judy obtained her broker’s and real estate licenses. As majority owner of Heartland, Judy is primarily responsible for general office management, payroll and contracts, negotiating bonds, financial decisions, interaction with subcontractors, M/WBE compliance and reporting, human resources, insurance, bookkeeping, project management (warranty and service).
