Having years of experience in the construction industry, we were aware of the need for qualified minority general contractors and subcontractors and had experienced first-hand the difficulty of finding that. Judy and Don recognized that with their combined experience and qualifications they could fill that void — they could be the hard-to-find contractor who not only had the paper credentials but could do the work!

Heartland was initially certified in 2004 and re-certified in 2007 by the City of Charlotte as a Minority and Women Owned Business Enterprise. In July 1, 2009, the Office for Historically Underutilized Businesses (HUB) launched a new Statewide Uniform Certification Program (SWUC) to streamline the certification process, reduce the redundancy in certifying minority and women-owned businesses and to create a centralized HUB, minority and women business data. Because Heartland was then certified as a HUB through the IPS/Vendor Link system, we were automatically transferred to the new SWUC Program.

Management and daily business operations are controlled by Judy Moore. Don, as Senior Construction Manager, oversees the construction side. Being a perfectionist by nature, Don combines that characteristic with over 40 years practical experience in the construction industry to consistently deliver projects on time and budget. Together Don and Judy make Heartland a company that is competent, conscientious, and honest. We unapologetically refuse to make compromises or take shortcuts which result in a product less than the customer deserves. We practice doing what is right by our customers, every time and on every project, fully believing that we can never go wrong doing what is right even if it reduces our profit.

Having personally benefited from being a minority firm, Heartland is committed to identifying and using competent subcontractors on our projects and has consistently ranged in the 15-25% minority participation on our projects.
